Carlo is a Law Professor and Head of the Law School at Leicester University (August 2024-present). Prior to joining Leicester University, Carlo was Director of the School of Law at Liverpool John Moores University (2019-2024), where he founded the Centre for the Study of Law in Theory and Practice and expanded the Legal Advice Clinic. Carlo has held a Chair since 2017. His research and teaching expertise falls broadly in the field of EU Public Law, where he has widely published on topics such as subsidiarity, multilevel governance in the EU, and the role of regions and substate authorities in the EU. He is the co-Editor-in-Chief of the peer reviewed journal European Public Law (Kluwer Law International).
